Establishes the Ohio Community and Neighborhood Service Commission with 11 members consisting of 5 gubernatorial appointees with community service experience, the governor or designee, the director of job and family services or designee, 2 state senators, and 2 state representatives.

Commission shall identify and evaluate community problems including poverty, safety, sanitation, and inadequate housing, utilities, transportation, education, and healthcare; identify existing nonprofit programs addressing these issues; and develop ideas for new innovative programs.

Commission shall adopt rules prescribing criteria and procedures for awarding grants from the Ohio Community and Neighborhood Service Commission Fund to nonprofit, nongovernmental community and neighborhood service programs.

Commission may accept gifts and grants from public agencies and private sources, which shall be deposited into the state fund and used for grants and operational costs; commission shall prepare annual reports to the president of the senate, speaker of the house, and governor.

Members serve without compensation but receive reimbursement for actual expenses; gubernatorial appointees serve 2-year terms beginning July 1; legislative members serve until the end of the legislative session during which appointed or until they leave the general assembly; commission must meet at least monthly.
