Creates the Disability Accommodations through Technology Council within the Opportunities for Ohioans with Disabilities agency, consisting of nine members appointed by the governor: three from technology businesses, three from state institutions of higher education, and three from the blind community.

Governor must make initial appointments within 90 days of the effective date, with staggered three-year terms beginning at one, two, and three years after enactment; members may be reappointed to one additional term and shall serve without compensation but receive reimbursement for necessary expenses.

Council must meet at least six times annually and study methods to improve accommodations for individuals with disabilities through technology, then prepare and submit annual reports to the governor beginning one year after the effective date.

Governor annually appoints a chairperson from council members, who may serve one additional term as chairperson; council may adopt rules necessary for conducting its business.

Creates the Technology Assistance Fund in the state treasury to receive donations, gifts, and contributions from businesses and appropriations, with funds to be used by the executive director to improve accommodations for individuals with disabilities through technology.
