Creates a new Department of Grants and Philanthropic Gestures administered by a director appointed by the governor with senate consent, adding it to Ohio's list of administrative departments in Section 121.02

Grants the new department authority to assemble and serve as a clearinghouse for information on state and federal grants available to Ohio residents, as well as private philanthropic assistance opportunities

Authorizes the department to solicit private donations to provide grants and financial assistance for economic development, health, safety, and morals

Requires the department to identify barriers to business entry for Ohio residents, including entry into foreign markets, and to suggest methods for removing those barriers

Permits the department to accept gifts, grants, and donations from lawful sources, deposited into a newly created "gifts and grants fund," and allows hiring of consultants and contractors with a public registry of those engaged
