Director of Health must develop protocols in consultation with professional regulatory boards authorizing specific healthcare professionals (physicians, nurses, pharmacists, EMTs, dentists, veterinarians, and others) to administer, deliver, or distribute drugs other than Schedule II and III controlled substances during public health emergencies

Director of Health must develop protocols authorizing board of health employees and registered volunteers to deliver or distribute drugs other than Schedule II and III controlled substances during public health emergencies

Director of Health must develop protocols allowing pharmacists and pharmacy interns to dispense limited quantities of dangerous drugs (excluding Schedule II and III controlled substances) without a prescription during public health emergencies

Protocols may be implemented by the Director of Health order only following the Governor's declaration of an emergency affecting public health, with the order specifying which protocols apply and their effective period

Individuals acting under implemented protocols are protected from civil liability except for willful or wanton misconduct and are exempt from criminal prosecution and professional disciplinary action under Ohio law
