Amends section 101.28 of the Revised Code to require joint conventions of the General Assembly for hearing the Governor's annual message on the condition of the state to be held in the Hall of the House of Representatives.

Prohibits the adoption of joint resolutions that would authorize the Governor's annual message convention to be held at any location other than the Hall of the House of Representatives.

Maintains existing provisions allowing other joint conventions to be held in different locations if authorized by joint resolution.

Preserves existing rules for joint conventions, including that each house remains in separate session, acts independently, and decisions require concurrent action of both houses except for elections where each member votes separately.
