Restricts sales of salvage motor vehicles from auctions and pools to "authorized purchasers," defined as licensed salvage dealers, junk yards, scrap metal facilities, used vehicle dealers, and salvage dismantlers, or individuals who have purchased no more than five salvage vehicles in a calendar year

Requires salvage motor vehicle auctions and pools to verify purchaser identity and licensing, maintain documentation for two years, and stamp titles "FOR EXPORT ONLY" for sales to foreign buyers

Establishes procedures for township boards to remove junk motor vehicles from private and public property, including notice requirements and the ability to obtain salvage certificates of title through affiliated salvage dealers or scrap metal processors

Repeals section 4738.18 and modifies definitions of "ultimate purchaser" and "casual sale" to align with new authorized purchaser restrictions and reporting requirements
