Amends educator preparation program metrics and accreditation requirements to allow institutions to satisfy standards of any national educator preparation accrediting agency recognized by the U.S. Department of Education, replacing the previous two-agency limitation.

Establishes new higher education programs including a workforce development course inventory (by December 31, 2014), reciprocal distance education enrollment agreements with the Midwestern Higher Education Compact, tuition guarantee programs for community colleges, and a postsecondary globalization liaison position.

Creates a course and program sharing network enabling state universities and adult career centers to share curricula to increase course availability and reduce duplication.

Modifies state community college treasurer bonding requirements to allow insurance as an alternative and permits investment of district funds under the same authority as state universities.

Establishes performance-based funding formulas for fiscal years 2014-2015 for technical centers, community colleges, and universities based on enrollment, course completion, degree attainment, and student success metrics, with phase-in protections ensuring no institution receives less than 96% of prior allocations.
