Modifies Section 123.01 of the Revised Code to expand the Department of Administrative Services' authority over lease-purchase and lease-leaseback agreements for state buildings and improvements, with lease terms not to exceed 40 years.

Requires lease-purchase and lease-leaseback agreements to be awarded through a request for proposals process under Section 125.071 of the Revised Code instead of the previous competitive bidding process with detailed specifications and public notice requirements.

Replaces detailed bidding procedures (including plans, specifications, bills of materials, and cost estimates) with a requirement that parties provide plans satisfactory to the department detailing the nature, cost, and financing of construction, renovation, or other improvements.

Maintains the provision that at the end of the lease period, all buildings, structures, improvements, and land become the property of the state without cost.

Grants the Department of Administrative Services the same lease authority for lease-leaseback agreements as previously existed only for lease-purchase agreements.
