Increases Ohio's minimum wage to $10.10 per hour effective January 1, 2015, replacing the wage rate specified in Section 34a of the Ohio Constitution.

Allows employers to pay tipped employees at least half the minimum wage if tips combined with wages equal or exceed the full minimum wage rate.

Requires the Director of Commerce to annually adjust the minimum wage rate in accordance with Section 34a of the Ohio Constitution.

Establishes employer record-keeping requirements including employee name, address, occupation, pay rate, hours worked daily, and amounts paid; records must be maintained for three years following employment termination.

Authorizes employees to file complaints with the state for wage violations and pursue civil actions for back wages plus liquidated damages of two times back wages, with no requirement for exhaustion of administrative remedies.
