Children under 16 must successfully complete a certified all-purpose vehicle safety education and training program before operating an all-purpose vehicle on public property, or possess a temporary/permanent safety certificate or equivalent out-of-state certificate.

Children under 16 are prohibited from operating all-purpose vehicles with engines exceeding 90 cubic centimeters piston displacement and must wear safety glasses and protective helmets when operating or riding as passengers.

All-purpose vehicles must be equipped with properly installed spark arresters and children under 16 require appropriate safety equipment; no person may operate an all-purpose vehicle with more passengers than the vehicle is designed to carry.

The Department of Natural Resources must establish rules for an all-purpose vehicle safety education and training program, including course standards, instructor certification requirements, temporary and permanent certificate procedures, and trainee fees deposited into a new all-purpose vehicle safety education and training fund.

Certified instructors and land owners/lessees conducting approved training courses receive civil liability immunity except for willful, wanton, or intentionally tortious misconduct.
