HB 520 Summary

• Requires the Auditor of State to conduct annual audits of each community school operator and sponsor, with audits of nonpublic operators and sponsors limited to accounts and records related to receipt and expenditure of public funds.

• Establishes a school records commission for each community school to review applications for disposal of obsolete records and schedules for records retention and disposition, meeting at least once every twelve months.

• Requires nonpublic operators and sponsors of community schools to comply with public records disclosure requirements under section 149.43 of the Revised Code for all records pertaining to school management or sponsorship.

• Amends section 149.351 to reference the new community school records commission procedures established in section 149.46.

• Clarifies audit authority in section 117.11 to reference the new annual audit requirement for community schools established in section 117.102.
