Requires boards of trustees or managing authorities at Ohio state institutions of higher education to transfer investment income earned on presale of athletic event tickets to food banks in the state.

Applies only to spectator admission tickets for intercollegiate sporting events sold more than six weeks prior to the first game of the season for that sport.

Mandates donations be distributed to food banks on a per capita basis using the prior year's service numbers for each food bank.

Designates the Ohio Board of Regents chancellor to determine distribution in consultation with the Ohio Association of Foodbanks or another appropriate statewide food bank organization.

Defines "state institution of higher education" according to section 3345.011 of the Revised Code.
