Enacts section 9.27 of the Revised Code to establish requirements for privatization agreements involving state property, facilities, services, or functions.

Defines "privatization agreement" as any contract authorized under existing statutes to operate state facilities, provide traditionally state-provided services, or sell/lease state property and assets.

Requires privatization agreements to meet two conditions: the private entity must be located and have its principal place of business in Ohio, and the agreement cannot result in transferring jobs or employment opportunities outside the state.

Voids any privatization agreement that fails to meet the specified requirements.
