Enacts section 2721.22 of the Revised Code to establish standing requirements for challenging a statute's constitutionality through declaratory judgment actions or intervention in pending cases.

Allows a person to bring a constitutional challenge without proving direct and concrete injury from statute enforcement if the person meets three criteria: has sufficient interest to assist the court, the constitutional issue is of significant public importance, and the issue is unlikely to be raised if standing is denied.

Permits courts to deny or conditionally grant motions to intervene by additional qualified persons in constitutional challenge actions based on judicial economy considerations.

Requires original constitutional challenge actions brought under this section to be filed in the Franklin County Court of Common Pleas.
