Creates "I Love Grove City" special license plates available to owners/lessees of passenger cars, noncommercial motor vehicles, and recreational vehicles approved by the registrar of motor vehicles.

Requires a $15 contribution per application/renewal and a $10 bureau of motor vehicles administrative fee, with contributions deposited to the license plate contribution fund.

Directs all contributions from these plates to the Grove City Little League Board to build, maintain, and improve youth baseball fields within Grove City municipal corporation.

License plates display county identification stickers and identifying words/markings designed by the Grove City Little League Board and approved by the registrar.

Amends section 4501.21 to add section 4503.87 to the list of sections funding the license plate contribution fund.
