Director of Veterans Services must issue disabled veteran's certificates that prove service-related disability and its level to eligible applicants.

State agencies and political subdivisions providing benefits to disabled veterans must accept the certificate as proof of the facts stated in it.

Applicants must be Ohio residents, veterans of armed services with service-related disabilities, and submit a director-prescribed form with supporting documentation.

Certificates expire five years after issuance and must be signed by the veteran to be valid; disabled veterans may apply for replacements or renewals.

Director must adopt rules within six months of the bill's effective date to implement the certificate program and deter fraud.
