Prohibits land application of manure on snow-covered or frozen soil, when top two inches of soil are saturated from precipitation, or when local weather forecast predicts greater than 50% chance of precipitation exceeding one-half inch in 24 hours

Allows emergency manure application to snow-covered or frozen soil only in accordance with USDA Natural Resources Conservation Service nutrient management code 590 procedures

Requires persons intending to land apply manure to maintain sufficient storage capacity for at least 120 days of manure beginning December 1 each year in facilities designed to prevent water contamination

Requires record-keeping of manure storage volume for entities subject to storage requirements

Exempts agricultural operations producing 350 tons or less of manure annually from storage and application restrictions, but requires them to store manure away from streams and highly erodible ground and maintain storage volume records
