Prohibits state institutions of higher education and their faculty from requiring students to purchase proprietary or customized textbooks unless the course is exclusively offered by that institution.

Defines "proprietary textbook" as textbooks used under exclusive legal right where the institution or faculty member earns royalties or financial benefits from purchases.

Defines "customized textbook" as educational materials combining original manuscripts, published articles, excerpts, or illustrations, including materials partially authored by the assigning faculty member.

Requires all required textbooks to be available through at least two suppliers, with at least one supplier being unaffiliated with the institution, except for textbooks in exclusively offered courses.

Defines "exclusively offered" courses as those with discrete, unique subject matter not offered in the same or substantially similar format by other state institutions of higher education.
