Adds "waste collection vehicle" definition to Ohio traffic law, defined as a vehicle used in collection of garbage, refuse, trash, or recyclable materials.

Requires motor vehicle drivers approaching a stationary waste collection vehicle displaying flashing lights to either change lanes away from it (if safe on multi-lane highways) or reduce speed and proceed with caution.

Allows stationary waste collection vehicles actively collecting materials on roadsides to display flashing amber lights, which were previously prohibited for most vehicles.

Violations are penalized as minor misdemeanor for first offense, misdemeanor of fourth degree if driver has one prior traffic violation within one year, and misdemeanor of third degree if two or more prior violations within one year.

Doubles the usual fine amount for violating the requirement to safely pass waste collection vehicles.
