Appropriates $1,500,000 in fiscal year 2015 to the Department of Mental Health and Addiction Services for Treatment and Diversion Grants

Grants shall be distributed to alcohol, drug addiction, and mental health services boards to provide alternatives to prosecution or incarceration for persons charged with or convicted of offenses related to alcohol or drug use

Grant-funded services may include transportation, housing, and case management for eligible individuals

Requires grant recipients to submit monthly data reports to the Department by the 28th of each month, and requires the Department to evaluate program effectiveness and report findings to legislative leadership

Directs the Director of Budget and Management to transfer $1,500,000 cash from the Local Government Innovation Fund to the Treatment and Diversion Grants Fund
