Requires the statewide emergency services internet protocol network steering committee to adopt technical and operational standards for public safety answering points by January 1, 2014, incorporating industry standards and best practices for wireless 9-1-1 services.

Public safety answering points must comply with adopted standards no later than two years after the rules become effective.

Requires the committee to assess and revise the operational standards by July 1, 2015, to ensure they include policies prioritizing life-saving questions in 9-1-1 responses.

Mandates that all public safety answering point personnel complete proper training or provide proof of prior training to give emergency situation instructions.

Bill is named the "Live Like Levi Act."
