Establishes Chapter 5325 governing how park operators, landlords, unit owners associations, and other proprietors can charge consumers for resold public utility services (electric, natural gas, water, sewer).

Requires proprietors to measure utility consumption through master meters, submeters, or utility-owned meters and charge consumers based on actual consumption or formula-based allocation methods.

Limits charges to either actual costs incurred by the proprietor or residential rates in the service territory, whichever applies; proprietors charging actual costs may add one reasonable monthly administrative fee.

Requires proprietors to provide prospective consumers with disclosure forms explaining billing methods, common area charges, and potential rate markups before entering rental or service agreements.

Allows utility service termination for nonpayment per utility commission or municipal rules; park operators and landlords choosing this remedy waive eviction rights for unpaid utility charges but retain eviction rights for other lease violations.
