HCR 25 Summary

• Urges the U.S. House Energy and Commerce Subcommittee on Communications and Technology to hold regular hearings on the nationwide broadband public safety network (FirstNet) created by the 2012 Middle Class Tax Relief and Job Creation Act.

• Requests FirstNet create a publicly vetted business plan identifying the exact costs Ohio will be mandated to appropriate or obligate for the nationwide broadband public safety network.

• Urges amendments to FirstNet law allowing Ohio to opt-out of the network with no net costs to the state.

• Requests amendments requiring FirstNet to provide written assurances that service will meet or exceed current levels of reliability, redundancy, and state-based system control for Ohio's public safety officers.

• Requests amendments requiring FirstNet to provide fair market compensation to Ohio for access to and utilization of state-owned communications assets valued at over $500 million.
