Establishes a comprehensive Legislative Code of Ethics governing members, employees, and candidates of the Ohio General Assembly and legislative agency employees for the 130th General Assembly.

Requires financial disclosure statements filed with the Legislative Inspector General's Office, including sources of gifts exceeding $75 (or $25 from legislative agents), travel expenses, and meals exceeding $100 annually.

Prohibits members from voting on legislation actively advocated by entities where they are employees, business associates, or contract workers; violations subject to fines up to $1,000.

Restricts compensation and gifts: members cannot receive compensation for services before state agencies, cannot accept more than $75 annually in meals/gifts from legislative agents, and cannot conduct fundraising for personal use.

Establishes Joint Legislative Ethics Committee procedures for receiving complaints, conducting investigations through the Legislative Inspector General's Office, holding hearings, and recommending sanctions including reprimand, censure, or expulsion subject to two-thirds approval by both chambers.
