Condemns Section 1021 of the National Defense Authorization Act for Fiscal Year 2012 (2012 NDAA) as enacted December 15, 2011 and signed December 31, 2011, insofar as it purports to authorize detention of U.S. citizens and lawful resident aliens within the United States.

Objects to Section 1021's authorization of indefinite detention without charge, military tribunals, and transfer to foreign jurisdictions of U.S. citizens and lawful resident aliens captured within the United States.

Argues Section 1021 violates constitutional rights including habeas corpus, due process, speedy trial by jury, right to counsel, and freedom from unreasonable search and seizure under both the U.S. Constitution and Ohio Constitution.

Urges the Ohio Attorney General to bring suit challenging the constitutionality of Section 1021.

Directs the House Clerk to transmit copies of the resolution to the Ohio Attorney General, U.S. Congress leadership, Ohio's Congressional delegation, and Ohio news media.
