Recognizes that global sea and atmospheric temperatures have risen and concentrations of greenhouse gases have increased since the 1950s, with each of the last three decades being successively warmer than any preceding decade since 1850.

Acknowledges that human influence on the climate system is clear and extremely likely has been the dominant cause of observed warming since the mid-20th century.

Documents that carbon dioxide concentrations have increased 40% since the preindustrial period, primarily from fossil fuel emissions, and oceans have absorbed about 30% of emitted anthropogenic carbon dioxide causing ocean acidification.

Declares that Ohio will actively participate in diminishing and minimizing future greenhouse gas emissions.

Directs the Clerk of the House to transmit copies of the resolution to the President of the United States, Ohio Congressional delegation, the Governor of Ohio, and Ohio news media.
