Delegates authority to the President of the Senate and Speaker of the House to designate groups of members to prepare arguments for and against constitutional amendments proposed by the General Assembly during the 130th General Assembly.

Authorizes the President of the Senate and Speaker to designate persons to prepare arguments, explanations, or both for any law, section, or item submitted to electors by referendum petition.

Authorizes the President of the Senate and Speaker to designate persons to prepare arguments against any constitutional amendment proposed by initiative petition during the 130th General Assembly.

Requires designated groups or persons to submit their prepared arguments to the Secretary of State no later than the eightieth day before the election when the issue will be submitted to voters.
