H.J.R. No. 11 Summary

• Proposes constitutional amendment to establish a process for congressional redistricting in Ohio, to be submitted to voters on November 3, 2015.

• Creates a six-member joint legislative committee (appointed by House Speaker, Senate President, and minority leaders) responsible for proposing congressional district plans by August 15 or September 15 of years ending in "1".

• Committee proposal requires four affirmative votes including at least one member from each of the two largest political parties; if General Assembly fails to adopt by deadline, proposed plan becomes effective automatically.

• Districts must comply with federal constitutional requirements and be created by dividing state population by number of allocated districts to establish a "congressional ratio of representation."

• Plans proposed after August 15 deadline or rejected by General Assembly become subject to voter referendum in the following year; if voters approve redrawing, the process repeats using same population data; amendment takes effect January 1, 2021 if adopted.
