Ohio General Assembly applies to Congress under Article V of the U.S. Constitution for a convention limited to proposing a balanced budget amendment.

Proposed amendment would require that total federal appropriations for any fiscal year may not exceed total estimated federal revenues for that year, except during a national emergency, along with related fiscal restraints.

Secretary of State directed to transmit copies of the application to Congress leadership, Ohio's congressional delegation, and presiding officers of state legislatures.

Application covers and aggregates with previously outstanding balanced budget amendment applications from 20 named states including Alabama, Alaska, Arkansas, Colorado, Delaware, Florida, Indiana, Iowa, Kansas, Maryland, Mississippi, Missouri, Nebraska, Nevada, New Hampshire, New Mexico, North Carolina, Pennsylvania, and Texas.

Application remains continuous until two-thirds of state legislatures submit applications on the same subject and supersedes all previous Ohio applications on balanced budget amendments.
