Adds "medicaid managed care organization" to the definition of "third-party payer" in the Ohio prompt payment law (section 3901.38), making Medicaid managed care organizations subject to the same payment timing requirements as other insurers.

Removes the previous exemption for Medicaid program coverage under Title XIX of the Social Security Act, eliminating the requirement for a federal waiver to apply prompt payment rules to Medicaid managed care organizations.

Specifies that medicaid managed care organizations must comply with federal payment timelines under 42 C.F.R. 447.46, including the requirement to pay capitated amounts to primary care providers within 60 days of beneficiary selection or assignment.

Clarifies that applying prompt payment rules to medicaid managed care organizations does not limit the Department of Job and Family Services' authority to supervise the Medicaid program or enter into contracts with managed care organizations.

Repeals section 5111.178 of the Revised Code, which previously contained provisions related to federal waiver applications for Medicaid prompt payment requirements.
