Creates the "Yellow Dot" motor vehicle medical information program administered by the Ohio Department of Public Safety to assist vehicle owners, lessees, passengers, and emergency responders during accidents or medical emergencies.

Participants receive a yellow dot window decal to affix to the operator's side lower corner of the rear window and a yellow dot folder containing name, photo, emergency contacts, medical conditions, surgeries, allergies, medications, and physician information to store in the vehicle's glove compartment.

The yellow dot decal alerts emergency medical responders to search the glove compartment for the folder to identify participants, contact family, and ensure current medications and pre-existing medical conditions are considered during treatment.

Passengers may participate in the program but will not receive a decal if the vehicle owner or lessee also participates in the program.

The program is free to participate in, with the department authorized to accept donations and grants to fund program administration and to adopt necessary rules for implementation.
