• Permits Ohio's Medicaid program to cover individuals in the eligibility expansion group under the Affordable Care Act (Social Security Act section 1902(a)(10)(A)(i)(VIII)) if the federal medical assistance percentage meets the threshold specified as of March 30, 2010.

• Requires the Medicaid program to cease coverage of this expansion group if the federal medical assistance percentage falls below the March 30, 2010 threshold, with affected individuals disenrolled on the first day of the month following the reduction unless they qualify for another eligibility group.

• Authorizes the medical assistance director to terminate or alter eligibility requirements for the expansion group if federal law requires reducing or eliminating any tax.

• Establishes cost-sharing requirements for expansion group members with income exceeding 100% of the federal poverty line, including copayments for drugs, emergency department services, and other Medicaid services, while protecting exempt populations.

• Appropriates $499,665,563 in federal funds for fiscal year 2014 and $1,815,000,192 in federal funds for fiscal year 2015 to the Department of Medicaid for health care services.
