SB 123 Summary

• Terminates interdistrict open enrollment effective July 1, 2015, by repealing sections 3313.98, 3313.981, 3313.983, and 3313.984 of the Revised Code that currently allow students to enroll in school districts other than their resident district.

• Requires comprehensive study of open enrollment implementation and effectiveness by the Department of Education, including analysis of educational benefits to students, fiscal impacts on school districts, and specific impacts on low-wealth districts.

• Study must examine alternative funding models, including whether only state funding (not local funds) should transfer with open enrollment students and whether districts should be required to maintain open enrollment policies.

• Allows renewal possibility — the General Assembly intends to determine whether to reinstate interdistrict open enrollment laws after examining the Department of Education's study findings.

• Updates multiple education statutes to remove references to open enrollment policies and adjust student count calculations by excluding open enrollment students from various funding and reporting mechanisms effective July 1, 2015.
