Requires motor vehicle operators to change lanes away from or reduce speed when approaching stationary public safety vehicles, emergency vehicles, road service vehicles, Public Utilities Commission inspection vehicles, and highway maintenance vehicles displaying flashing lights.

Adds "highway maintenance vehicle" and "vehicle used by the Public Utilities Commission to conduct motor vehicle inspections" to the list of vehicles requiring driver caution under section 4511.213.

Defines "highway maintenance vehicle" as vehicles used in snow and ice removal or road surface maintenance, including snow plows, traffic line stripers, road sweepers, mowing machines, and asphalt distributing vehicles.

Establishes a 90-day warning period during which law enforcement shall issue written warnings instead of citations for violations related to approaching PUC inspection vehicles or highway maintenance vehicles.

Declares the act an emergency measure effective immediately to protect highway workers during the summer maintenance season.
