Requires the Medicaid Director to implement reforms that limit per-member per-month cost growth to the average annual medical care Consumer Price Index inflation rate for the most recent three-year period, measured semi-annually on January 1 and July 1.

Mandates Medicaid reforms that improve recipient health, reduce avoidable hospital readmissions and emergency department utilization, provide cost transparency to recipients, and reduce barriers to transitioning to lower-cost services.

Requires the Director of Job and Family Services to implement workforce development reforms that reduce Medicaid enrollment through demonstrated-effective programs and educational/employment opportunities while enhancing relationships between educational facilities, workforce development, and employers.

Establishes a Joint Medicaid Oversight Committee with 10 members (5 from each chamber, 3 majority and 2 minority from each) to review proposed Medicaid and workforce development rules for consistency with reform intent and recommend legislative improvements.

Directs the Joint Medicaid Oversight Committee to prepare reports by January 1, 2014 on Medicaid payment rate methodologies and by June 30, 2014 on a peer mentor pilot program for Medicaid recipients near income limits to help achieve financial independence.
