Revises section 4501.023 of the Revised Code to expand voter registration training requirements to all employees of the Bureau of Motor Vehicles and deputy registrars who interact with individuals applying for or renewing driver's licenses or identification cards.

Requires deputy registrars to complete voter registration training within three months of entering their first contract and annually thereafter; existing deputy registrars must complete training within one year of the amendment's effective date.

Requires all affected employees to complete voter registration training within three months of beginning employment and annually thereafter.

Creates an eight-member Motor Voter Act Study Committee with members appointed by Senate and House leadership (two per leader) to study Ohio's compliance with the National Voter Registration Act of 1993 and make recommendations to the General Assembly by October 1, 2013.

Directs the Study Committee to evaluate voter registration rates, funding adequacy, federal compliance risks, and compare Ohio's efforts to other states, with all relevant state agencies required to cooperate and provide records.
