Requires persons applying fertilizer for agricultural production on more than 50 acres to be certified by the Director of Agriculture, effective September 30 of the third year after enactment; exempts those acting under supervision of a certified applicator.

Establishes a fertilizer applicator certification program through rules that must educate applicants on fertilizer application timing, placement, form, and amount while supporting best management practices and nutrient reduction strategies.

Creates voluntary nutrient management plan process allowing landowners to develop plans with approval by soil and water conservation district supervisors or the director; provides affirmative defense in civil litigation for those complying with approved plans.

Protects confidentiality of nutrient management plan information and related inspection data; allows disclosure only to cooperating federal, state, or local agencies under specified conditions.

Expands Ohio Soil and Water Conservation Commission from 7 to 9 members by adding directors of environmental protection and an officer of the Ohio federation of soil and water conservation districts; increases appointed members from 4 to 6 with representation requirements for agricultural production and urban interests.
