Authorizes joint boards of county commissioners to conduct proceedings regarding existing joint county ditches by video conference or teleconference when practicable.

Requires joint boards to provide public attendance provisions at any location involved in the proceeding, with commissioner participation occurring at their main office or board room in an open meeting.

Mandates designated staff send meeting-related documents to each joint board member via email, facsimile, or mail before convening a teleconference or video conference meeting.

Requires meeting minutes to specify which members attended by teleconference, video conference, or in person, and mandates non-unanimous votes taken during teleconference meetings be recorded as roll call votes.

Clarifies that section 121.22 of the Revised Code does not prohibit joint boards from conducting proceedings using the methods authorized by this section.
