• Establishes managed care organization requirements including accreditation standards, performance measures, and case management services for Medicaid recipients in the "transition population" (those near income eligibility limits).

• Authorizes Medicaid cost-sharing requirements (copayments, deductibles, premiums) at maximum allowable amounts while prohibiting providers from waiving copayments except hospitals under certain conditions.

• Appropriates $350,000 for FY 2014 and $500,000 for FY 2015 to the Joint Medicaid Oversight Committee, and $499.7 million for FY 2014 and $1.8 billion for FY 2015 to cover Medicaid expansion group under the Affordable Care Act.
