Requires all school districts to eliminate any existing zero tolerance policies for violent, disruptive, or inappropriate behavior, including excessive truancy.

Prohibits school districts from adopting or readopting any zero tolerance policies after the effective date of this amendment.

Mandates adoption of alternative discipline policies that consider multiple factors before suspending or expelling students, including prevention, intervention, restorative justice, peer mediation, and counseling.

Requires alternative policies to address both student behavioral problems and harassment, intimidation, and bullying as defined in section 3313.666 of the Revised Code.

Maintains existing requirement for "Big Eight" school districts and other districts with substandard graduation rates to establish alternative schools for students with severe discipline problems.
