S.B. No. 174 Summary

• Requires all state university boards of trustees and the Northeast Ohio Medical University to adopt a resolution within 90 days granting or denying student members voting power on the board.

• If voting power is granted, student members must also be considered in determining quorum and allowed to attend executive sessions; if denied, student members remain non-voting, excluded from quorum counts, and barred from executive sessions.

• Allows boards to change student voting status by adopting subsequent resolutions, effective on specified dates (varying by institution, generally May 14 through July 1).

• Removes conflicts of interest restrictions on student trustees who receive scholarships, financial aid, or university employment, provided such acceptance is not considered a violation of conflict of interest laws.

• Applies to Ohio State University, Ohio University, Miami University, Bowling Green State University, Kent State University, Central State University, Cleveland State University, Northeast Ohio Medical University, Wright State University, Youngstown State University, University of Akron, University of Cincinnati, Shawnee State University, and University of Toledo.
