Requires state agencies including the Department of Health, Bureau of Motor Vehicles, and Department of Job and Family Services to provide information to maintain the voter registration database, with restrictions on using that data to automatically update voter names or addresses.

Establishes an online process for applying to vote by absent voter's ballots with electronic signature verification from the Bureau of Motor Vehicles and requires applications be received by noon three days before an election.

Revises voter registration cancellation procedures to include filing of death notices and certified death certificates, with requirements that boards of elections notify voters before cancellation and allow correction of errors.
