Election officials are prohibited from filling out absent voter's ballot applications or ballots on behalf of applicants, except in limited circumstances involving voters with disabilities or overseas/uniformed services voters as specified in sections 3505.24 and 3509.08.

Boards of elections shall not prepay return postage for absent voter's ballot applications or ballots mailed to electors; voters must cover return postage costs.

The Secretary of State may only mail unsolicited absent voter's ballot applications to individuals for general elections and only if the General Assembly has appropriated funds for that mailing; a one-time exception allows unsolicited mailings for 2014 elections regardless of appropriation.

Absent voter's ballot applications may only be preprinted with an applicant's name and address; election officials cannot complete any other portions of applications before mailing them.

Incomplete identification envelope statements of voter or absent voter's ballots lacking required information can be corrected by voters within seven days after election day through a board-prescribed form; ballots will be counted if the defect is cured and the ballot is not successfully challenged on other grounds.
