Creates new law stripping parental rights from individuals convicted of or pleading guilty to rape or sexual battery when a child is conceived as a result of the crime.

Allows victims of rape or sexual battery to bring civil actions to declare the perpetrator as the parent of a child conceived from the assault, which automatically terminates or denies the perpetrator's parental rights and those of their relatives.

Prohibits adoption without the perpetrator's consent and bars perpetrators from inheriting from the child or child's lineal descendants under intestacy laws.

Requires courts to inform accused individuals in rape or sexual battery cases of potential consequences including parental rights termination, adoption without consent, and inheritance prohibition.

Prevents men convicted of rape or sexual battery from filing paternity actions to establish father-child relationships when the victim is the child's mother and the child was conceived from the assault.
