Establishes reading competencies for all educator reading credentials and training by January 31, 2014, including phonemic awareness, phonics, fluency, vocabulary, and comprehension.

Requires school districts and community schools receiving D or F grades on kindergarten through third-grade literacy measures to submit reading achievement improvement plans to the state by December 31, 2016, and annually thereafter.

Modifies third-grade reading guarantee retention policies by extending the English language learner exemption from two to three full school years and allowing promotion with intensive remediation for students with disabilities who have received two years of intensive reading remediation but still show deficiency.

Requires new educator licenses for grades pre-K through three and four through nine to include passing scores on a rigorous examination of scientifically research-based reading instruction principles beginning July 1, 2017.

Establishes that college-preparatory boarding schools must be structured as public benefit corporations and specifies facilities agreement requirements including return of state funds if schools cease operations.
