Amends Ohio Revised Code sections 1710.01, 1710.02, and 1710.06 to authorize creation of special improvement districts for Lake Erie shoreline improvement projects.

Adds definition of "shoreline improvement project" to include acquiring, constructing, installing, equipping, improving, maintaining, or repairing property necessary to abate erosion along the Lake Erie shoreline.

Allows special improvement districts to include noncontiguous territory if at least one shoreline improvement project is designated for each parcel of real property within the district.

Permits special improvement districts created for shoreline projects to include property held by the state in trust for the people and requires all shoreline improvement activities to comply with local zoning, state and federal environmental laws, and Chapter 1506 requirements.

Allows special assessment levies for shoreline improvement projects up to 30 years from the date of plan approval, and requires 100 percent property owner consent for creation of districts focused on shoreline improvement.
