Requires the State Veterinary Medical Licensing Board to conduct random, unannounced inspections of 20% of all licensed veterinarians', permit holders', and registrants' places of business each year, with each location inspected at least once every five years.

Establishes a $200 inspection fee to be paid by the licensee, permit holder, or registrant for each inspection.

Adds definition of "authorized agent" as a current or former licensed veterinarian or registered veterinary technician hired by the board to conduct investigations and inspections.

Requires the board to maintain a register of all unannounced inspections and complaint-based inspections, and to establish a list of practices and procedures to be examined during inspections including hygiene standards, protocols, record keeping, and equipment maintenance.

Allows complaint-based investigations to proceed without prior written notice to the licensee if the board provides written authorization, and requires an authorized agent to meet with complainants to collect information before the board determines whether probable cause exists.
