• Requires state agencies to provide detailed information about out-of-state suppliers to the Controlling Board, including the supplier's Ohio business locations, employee counts in Ohio, percentage of work to be performed in Ohio, and information about subcontractors and suppliers.

• Mandates agencies contact Ohio-headquartered entities that were approached or sent requests for proposals but did not respond, and report the reasons for non-response to the Controlling Board.

• Limits the Controlling Board's authority to approve expenditures of excess federal funds and unanticipated revenues by capping any single expenditure at no more than one percent of the general revenue fund appropriations for that fiscal year.

• Applies the one percent expenditure cap to federal funds exceeding appropriations, nonfederal fund increases, and additional funds created for unanticipated revenues in both regular and supplemental appropriations.
