Changes evaluation frequency for high-performing teachers: accomplished-rated teachers evaluated every three school years instead of two, and skilled-rated teachers evaluated every two years instead of annually.

Reduces student academic growth weighting from 50% to 35% of teacher evaluations, with school districts able to add up to 15% more to this factor or allocate it to other evaluation components.

Requires at least one observation and conference annually for accomplished and skilled teachers not undergoing formal evaluation, with optional student surveys and self-evaluations to monitor continued performance.

Allows school boards to elect by resolution to require only one formal observation for accomplished-rated teachers who complete an approved professional growth project.

Effective July 1, 2014; requires state board of education to develop standards-based evaluation framework by December 31, 2011, with four performance ratings: accomplished, skilled, developing, and ineffective.
