Amends Ohio Revised Code section 5705.10 to modify how school districts distribute proceeds from the sale of real property under section 3313.41.

Allows school district proceeds from property sales to be used for either retiring debt incurred for that property or paying into a capital and maintenance fund for technology infrastructure and equipment for instruction and assessment.

Excess proceeds after debt retirement may be deposited into the school district's capital and maintenance fund for nonoperating capital expenses related to technology infrastructure and instructional equipment.

Adds a new option allowing proceeds to be paid into a special fund for construction or acquisition of permanent improvements, in addition to the existing debt retirement requirement.
